IMPLEMENTING MEASURES OF STATE SUPPORT FOR PRE-RETIREES IN THE FIELD OF LABOR AND EMPLOYMENT

Abstract
Background. The pension reform of 2019–2028 has led to the official consolidation of the status of a pre-retiree in legislation in order to provide additional social support in the form of tax benefits, cost compensations, and job guarantees at both federal and regional levels. The aim of the study is to analyze the key problems and to formulate the main ways to further implement the direct measures of state support for pre-retirees in the field of labor and employment. Materials and methods. The study is conducted based on the analysis of statistical data, which allows revealing the major results in the activity of the Social Fund of Russia, the Federal Service for Labor and Employment, the Ministry of Labor and Employment of the Irkutsk Region in implementing the measures of state support for pre-retirees in 2019–2022. Results. The direct measures of state support for pre-retirees in the field of labor and employment, such as early old-age pension, increased amount and duration of unemployment benefits, protection from unjustified refusal to hire or dismissal, paid days of medical examination, vocational training and additional vocational education, are examined. The results of supervisory measures (unscheduled inspections, detection of violations, imposition of administrative fines, reinstatement in connection with illegal dismissal) in 2019–2020 in the field of protection of social and labor rights of pre-retirees are analyzed. Conclusions. Analyzing the direct measures of state support for pre-retirees enables determining the features of their social position in the labor market, emphasizing the heterogeneity of the social and demographic group under study and assessing the main difficulties and challenges in implementing the measures of social support in order to implement and further optimize state policy towards pre-retirees in the Russian Federation.
